This update should work out some of the admin  problems and fixes a few bugs.

• NewsAdmins can now post news - there is no edit yet, so double check your spelling/links :-)
• News Items now have owners (NewsAdmin posters), and can be deleted by their owners.
• UserAdmins can grant privileges to other users
• UserAdmins can soft-delete users (lock and hide the account)
• SuperUsers can lock user accounts (like Anonymous Coward)
• SuperUser accounts can't be messed with by anyone but superusers
• SuperUsers can delete users out of the database (moo hoo ha ha ha)
• SuperUsers can delete news items out of the database
• Only SuperUsers can grant SuperUser privileges
